Board Meeting Discussions

  • School Funding:
The final FY17 categorical payment is being released from the state this week. These funds are owed to EPG from last fiscal year, but since the district was not positive they would be received they were not included in the budget for FY18. School Districts are waiting to find out exactly what their full allocation of state funding will be during the current fiscal year. Districts expect that information by the end of the calendar year.

  • Administrative Cost Accounting Change:
The Board will consider a resolution in December to improve the clarity of how administrative costs are allocated. In the past, a large portion of the superintendent salary has been out of other line items that do not show up in the Administrative Cost worksheet within the budget. The FY18 budget appears to substantially increase in administrative cost over what was spent during FY17. There is a minimal change in total dollars spent, but some costs that were paid out of other line items are now included in this total. The intent of the resolution is to publicly acknowledge the accounting change. The Board will consider this resolution at a future meeting.

  • Policy Revision First Read:
Policy 4:45 - Insufficient Fund Checks and Debt Recovery

  • EPG HS Early Graduation Requests:
The Board reviewed 7 individual requests by current EPG seniors to graduate early pending the completion of all requirements.

  • EPG HS Academic Recognition Proposal:
Mr. Quam presented a proposal to the Board that would do away with valedictorians and salutatorians beginning with the class of 2022. In its place would be recognizing students who have met certain GPA and course expectations with Summa Cum Laude and Magna Cum Laude. This would honor those students who obtain high marks while pursuing a rigorous selection of courses. The emphasis is on encouraging students to take a challenging program of study. The Board will consider this proposal at the November meeting.

  • EPG HS Course/Curriculum Revisions:
Mr. Quam discussed some potential changes for high school social studies and science courses and curriculum. The Board will consider these changes at the November meeting.

  • FMLA Early Retirement Incentive:
The Board discussed providing an early retirement incentive to a group of hourly employees who meet the criteria to retire early. This provides the option to employees to buy some additional years in the retirement system and potentially retire sooner than they could previously. This could lead to cost savings at the retirement of long-term employees. It also provides an opportunity to honor those employees who have had a long tenure of serving the district in important roles. The Board will consider a resolution at the November meeting. Prior to that meeting, individuals who would have the option to access the program will be contacted by Mr. Kurz.

  • Woodford County School Facilities Sales Tax:
Mr. Kurz presented to all in attendance information about a potential sales tax to go toward school facilities in the county. The sales tax would strictly be used for facilities. The question put to Boards of Education throughout Woodford County in October is whether or not they believe the question should be put to voters. If school boards representing over half the students in Woodford County approve the resolution, then the question will be on the March 20, 2018 ballot. The 1% sales tax would not be assessed on personal property that is titled or registered (cars, boats, etc.), groceries, farm equipment or inputs, or medicines or medical supplies.
